GGP Structure and Partnership

The Gender and Governance Programme III (GGP III) represents the third phase of the 2004 GGP and its design is informed by an evaluation of the GGP II programme, stakeholder feedback and considerations based on the recent, and evolving, political reform and development context in Kenya.Good governance is defined as the transparent, responsible and effective exercise of power and resources by the government, in dialogue with the population; in this regard it must also carefully address the differing experiences of women and men.Good and gender-sensitive governance

revolves around the equal participation of men and women in governance institutions and processes, freedom of association and space for an active women’s movement; transparency and gender equity in the allocation of resources; legitimacy of cause through the legislation of gender equality and the promotion and protection of women’s rights; and effectiveness achieved through gender-sensitive policies and institutional structures. Once established, gender-sensitive governance aims to increase women's participation and civic engagement in politics, and to strengthen gender awareness and capacities among both women and men to deliver services that address the specific needs and interests of women and men in the community.

The GGP III will adopt a two-pronged human-rights based approach working with the state (duty bearers) on the one side and the citizens at the grassroots level (rights-holders) on the other. It will focus on providing technical support to government institutions and national gender machineries in achieving equal access of women to goods and services, and civil society organisations in holding duty bearers accountable. Through specific and varied activities, it will strive to contribute to engendered national and local institutional policies and legal frameworks; increasing women’s participation in governance at al levels; and supporting civil society in articulating women’s needs, demanding and influencing the delivery of equitable services.

FUNDING PARTNERS

The first phase of the GGP was managed by Action Aid International Kenya (AAIK) from 2002 through 2004 and was funded by the governments of Sweden, Netherlands, Canada, UK, Ireland and Denmark. Following end of programme reviews and assessments, the Donor Steering Committee (DSC) developed new terms of reference for the Programme and Financial Management Agency of the GGP (for GGP Phase II) in July 2006 and the responsibility was transferred to the United Nations Development Fund for Women (UNIFEM).

The GGP III has a wide range of stakeholders and partners which include the Government of Kenya, national and international donors of the programme, civil society and most importantly, the women of Kenya. The programme is managed by UNIFEM who implement the programme through a broad range of organizations, largely acting as implementing partners.

GGP III funding partners are:

SIDA

Sida works according to directives of the Swedish Parliament and Government to reduce poverty in the world. The overall goal of Swedish development cooperation is to contribute to making it possible for poor people to improve their living conditions.

Sida's organization has three main pillars:

  • Policy, which is responsible for global dialogues and reaching consensus, knowledge development and advice, quality assurance and competence;
  • Operations, which is responsible for the implementation of the development co-operation;
  • Management, which is responsible for control and planning functions as well as service to the rest of the authority.

 

DEPARTMENT FOR INTERNATIONAL DEVELOPMENT (DFID)

DFID is the part of the UK government that manages Britain's aid to poor countries and works to get rid of extreme poverty. They work in 150 countries and have 2,600 staff, half of whom work abroad. We have headquarters in London and East Kilbride, near Glasgow, and 64 offices overseas.

Our work is guided by two sets of targets. First, we are working to reach the Millennium Development Goals (MDGs), the international targets agreed by the United Nations (UN) to halve world poverty by 2015. Second, the government’s Public Service Agreement (PSA) sets objectives and targets by which we measure our progress towards this aim.

We work with governments of developing countries as well as charities, businesses and international bodies, including the World Bank, UN agencies and the European Commission. All our partners share our ambition to achieve the MDGs.

 

CIDA

CIDA is committed to Kenya's development priorities of good governance, primary education, gender equality and HIV/AIDS prevention, as identified in the country's Poverty Reduction Strategy (2003-2007). These priorities are consistent with the goals in the New Partnership for Africa's Development and the Millennium Development Goals. 

Besides bilateral or country-to-country assistance, Canada provides support to Kenya through voluntary and private sector partnerships and multilateral initiatives.

 

EMBASSY OF FINLAND

The main aim of the Embassy of Finland is to uphold and strengthen the relations between Finland and the Republic of Kenya as well as the relations between Finland and Uganda, Seychelles and Eritrea.  The embassy is also in charge of matters related to Somalia.

The main emphasis is on the support to the development of Kenya. The support is implemented through Finland's bilateral development cooperation programmes.

 

NORWEGIAN EMBASSY

The Government of Norway, under the implementation of its collaborating development partners, supports various development projects in Kenya.

Other embassies that fund the gender and governance programme are the Netherlands Embassy, German Embassy, Spanish Embassy and the Danish Embassy. 

GGP III IMPLEMENTING PARTNERS

The partners involved in GGPIII are: 
Abantu Development (Abantu) - Its area of focus is on increasing women’s participation in decision making and policy making including effective participation of women in political processes.


Action Aid International Kenya (AAIK) – it supports the realization of the national accord for peace and reconciliation by consolidating a women’s agenda in the national reconciliation process.


The African Centre for Women Information and Communications Technology (ACWICT) –seeks to increase access to information on governance, women’s democratic rights and visibility through an elaborate and effective e-governance programming.

Association of Local Authorities in Kenya (ALGAK) – will work under the ministry of local government to improve within the local authorities and to improve citizenship participation including women representation and participation in the structure.


Amani People Theatre (APT) – works with communities in North Pokot on promoting women participation and enhancing peace building in the region.


Community Aid International (CAI) – works at constituencies in articulating the under representation of women in political leadership and local development committees.


Caucus For Women Leadership (CAUCUS) – will upscale the work carried out through the GGP II with a view to creating more opportunities for women, especially women at the grass root level to participate in governance processes at the community level.

Collaborative Centre for Gender and Development (CCGD) – will focus on building the capacities of women to effectively participate and realize equal opportunities and transform governance in Kenya.


Centre for Multi Party Democracy (CMD-K) – will undertake civic education among the public on the ongoing constitutional and institutional reform process in Kenya.


Community Research in Environment and Development Initiatives (CREADIS) – will be working in western Kenya on gender and governance awareness programs.


Community Partners Development Agency (CPDA) – will work within structures in society to create opportunities for citizens particularly women to demand accountability from the government and also opens women’s participation in governance and democratic processes.


Education Centre for the Advancement of Women (ECAW) – will focus on increasing women’s understanding of devolved funds as well as their access to and participation in the funds. The organization targets women and girls to improve their potential in society through the advocacy and training initiatives.

Federation of Women Lawyers – Kenya (FIDA-K) – will monitor the gender perspectives in the implementation of agenda 4 of the National accord and Reconciliation Agreement.


Kenya Women Parliamentary Association (KEWOPA) – will strengthen capacities of the equal opportunities committees to support, recommend, prioritize, and advocate passing into law,bills,and motions and notices promoting women’s human rights.


Mama na Dada Africa (MNDA) - will focus on the women’s lack of participation in development arena and representation at community level.


National Council of Churches of Kenya (NCCK) – will focus on empowering members of women fellowships to understand the legal framework of the Kenya constitution and identify entry for engagement and participation.

Siaya Women and Youth Development Network (SWYND) - focuses on the processes of engendering and increasing women’s participation of women in governance processes at the community level.


Women Action Forum for Networking (WAFNET) – will focus on facilitating discussions and workshops on mainstreaming of devolved funds, devolved governance and local leadership structures in their program areas.


Women Shadow Parliament - Kenya (WSP-K) – will focus enhancing women’s ability and capacity to participate in community leadership at the community level.


Young Women Christian Association (YWCA) – focuses on women’s right to equitable access to resources, participating equally with men in instituting transformation of local (traditional) institutions for good governance, peace building and equity in providing services to communities.
